The eastern boundary is legally described as the ‘meander line of Owens Lake” and Inyo County describes its address as “Lakeshore.” The surveyor of record suggested one could therefore make the case that the property actually extends much further to the east, where permanent lake water exists.

The State declares The Cartago Wildlife Area as “232 acres of fresh water wetland and springs provide habitat for waterfowl, wading birds and shorebirds including western snowy plovers, white-faced ibis and rails. Owens Lake has been designated a Nationally Significant Important Bird Area by the National Audubon Society and American Bird Conservancy and 144 bird species have been documented on the area.”

Access to the property involves crossing public California Fish and Wildlife land, public California Lands Commission land, or private Crystal Geyer property. Foot and non-motorized access is unlimited across both State of California parcels. It is zoned OS-40:

18.12.020 Principal permitted uses.

    The following are the principal permitted uses of the OS zone:

  1.   Single-family dwelling, including the use of a mobilehome*;
  2. Farms and ranches for orchards, vineyards, field and truck crops, nurseries, greenhouses, vegetables, flower gardening and other enterprises carried on in the general field of agriculture, including agricultural activities directly related to the farm or such as the repair and maintenance of farm and ranch equipment operated on the property; farm and ranch vehicles used on the property; and vehicles used to haul farm and ranch products produced on the property;
  3. Livestock ranches for raising, grazing, breeding, boarding or small animals except as otherwise provided for under Section 18.12.040;
  4. Animal hospitals or kennels, except when the property is adjacent or abuts residential zoned property;
  5. Wildlife refuges; hunting and fishing preserves;

Mobilehome is defined as:

14.12.020 Mobilehome defined.

  1. “Mobilehome,” for the purpose of this chapter, is a vehicle, other than a motor vehicle, designed and equipped to contain one or more dwelling units to be used with or without a permanent foundation, and which is in excess of eight feet in width or in excess of forty feet in length.

“Mobilehome” means a structure, transportable in one or more sections, which when erected on site measures eight body feet or more in width and thirty-two body feet or more in length, and which is built on a permanent chassis and designed to be used as a dwelling, with or without a permanent foundation, when connected to the required utilities, and includes the plumbing, air-conditioning, and electrical systems contained therein. (Ord. 672 § 3, 1986.)

18.06.385 Mobilehome.

Mobilehome” means a vehicle, other than a motor vehicle, designed and equipped to contain one or more dwelling units to be used with or without a permanent foundation and which is in excess of eight feet in width or in excess of forty feet in length. Modular and manufactured houses shall be considered as mobilehomes. Recreational vehicles, including motor homes and travel trailers shall not be considered mobilehomes. (Ord. 1007 § 4, 1998.)
